4. I am consulting the Governments of the Dominions as to their agreement with this decision; in the meanwhile I think it desirable to acquaint you with this policy, and to enquire whether your Government is prepared to contribute towards the cost of the scheme.
5. It is hardly necessary for me to elaborate the care for the establishment of an Imperial Wireless system. The whole question is very carefully discussed in the Report of the Committee, and the conclusions arrived at will, I think, command general acceptance. You will no doubt agree with me that the scheme, when in working order, should prove of great value to the political and commercial interests of the British Dependencies in the Far
East; and that it is reasonable that some contribu-
tion should be asked for from communities which are
likely to be greatly benefited by the adoption of the
proposals. On the other hand, I realise the extreme
difficulty of assessing the contribution, and I am
prepared to leave the matter to your discretion.
